What makes Sukhothai different from other world heritage sites and hinders development is a discontinuity in the administrative authority. Countries like China or Laos financially support their world heritage sites and assign specific administrative teams to take care of them for a certain period until operations are productive. In contrast, after Sukhothai was awardedUNESCO heritage status, the govern- ment didn’t put in enough effort to support it and changed administrators every few years. It is an advantage to be able to work on something for a longer period since we can maintain and develop policies and projects according to a plan. The Loy Krathong festival, a very big event in Sukhothai, is always managed by a new set of administrators and always has the same problem of insufficient time to organise the event properly. We’ re now taking part in developing this city and maintaining this valuable heritage. This strategy should also be applied to the political administration of Thailand. No matter how capable an operator is, the project will never succeed if he or she can only work on it in the short term.
